Please bring clothing that can get dirty and rain gear in case of rain. I do advise to bring safety shoes! kind regards, Cosmo Wassenaar The new Seagoing Vessels Manning Act came into effect on July 1, 2025.
The main consequence for sailing vessels less than 500GT is that, by 1st of July 2026, officers must have a lifesaving equipment training certificate. This can be the regular STCW PSCRB course (Proficiency Survival Craft and Rescue Boat) or the custom-made STSV (Safety Training Sailing Vessels) training course developed specifically for sailing by the EZS. Below are some frequently asked questions and the (brief) answers from the Ministry. - Does the course also apply to officers of SPS (Special Purpose Ships) vessels under 500 GT? Answer: Yes. Where the Safe Manning Certificate states that an officer must demonstrate PSCRB, this may also be an STSV certificate of proficiency. - Are officers and captains of sailing vessels under 500 GT also required to have completed the Advanced Firefighting, Medical Care, and Crisis Management training courses? Answer: No. Nevertheless: elements from Crisis Management are included in the STSV course. If you take the regular PSCRB course, you do not need to demonstrate additional Crisis Management and Human Behaviour certification. - If you have a valid certificate of proficiency, are you still required to take the PSCRB/STSV course? Answer: From July 1, 2026, all officers on Dutch sailing vessels <500 GT must be able to demonstrate a PSCRB or STSV certificate of proficiency. From December 1, 2025, every sailing vessel <500 GT must have someone on board who can demonstrate a certificate of proficiency. - Can I take the course with you at the end of June 2026? Answer: We will be organizing several courses in the fall of 2025 and the spring of 2026 (dates will be announced as soon as possible). We can accommodate 12 students per course. This means that if everyone registers at the last minute, we may have to disappoint some participants. Therefore, it is important to register early via STCW-courses - EZS English Dear student,
